Harlan received a Bachelor of Fine Arts (B.S. Art), Texas Weselyn College, Fort Worth, Texas, and a Masters of Fine Arts (M.S.T. Art Education), Oshkosh, Wisconsin. He was a freelance artist and educator at the high school and college levels. He enjoyed creating through different medias, such as; acrylic, oils, airbrush, stenciling, lithographs, sculpture, and more. Among many, here is only a small sampling of some of his works of art:
